Model Plan for the Post-Games-use of the Olympic and Paralympic Village

The Tokyo Metropolitan Government (TMG) has established a model plan for the post-Games-use of the Olympic and Paralympic Village.

Olympic and Paralympic Village Development

The Olympic and Paralympic Village for the Tokyo 2020 Games has been constructed in the Harumi waterfront district, Chuo-ku, Tokyo, and plans call for the residential units used by athletes during the Games to be renovated into residential apartments following the Games.
Specific aspects of development will be planned and executed by private sectors, who will leverage their capabilities and know-how under the designated constructor system* for urban area redevelopment projects.

* Designated Constructor System
The system allows private sectors to construct facilities and buildings on behalf of the actual constructors of the facilities and buildings, enabling the use of private-sector financial capabilities and know-how to facilitate the smooth execution of projects with the goal of ensuring attractive and highly reusable facilities.

Model Plan for the Post-Games-use of the Olympic and Paralympic Village

The TMG has established a model plan for the post-Games-use of the Olympic and Paralympic Village (“Model Plan”) to show its basic concept for the development of a new and convenient community where a diverse range of people live and interact with ease and comfort after the Tokyo 2020 Games.
Based on this Model Plan, the TMG is proceeding in accordance with the Ordinances concerning Environmental Impact Assessment, Urban Planning Act, etc. with the goal of obtaining approval for an urban area development project in spring 2016.

Participation of Private Sectors

In March 2015, the TMG selected private sectors for its planned urban area development project to ensure the skill and experience required to turn the Olympic and Paralympic Village into an attractive community after the Tokyo 2020 Games.

Discussions on Olympic Legacies

The TMG has been discussing Olympic legacies from the Tokyo 2020 Games at Tokyo 2020 Olympic and Paralympic Legacy Committee (“Legacy Committee”) meetings led by the Governor of Tokyo. The Legacy Committee continues discussing the post-Games-use of the Olympic and Paralympic Village and creating its legacy plan, including the development of residential areas with consideration for the feasibility, and ideal town development to increase the attractiveness of the community.
